It is is a high European nobleman, I would guess that is the period by the clothing style late Rennaissance. Rich, full and flowing speaking of wealth and grander.
Look carefully at the face and notice the eyes. They seem to be a live. One of the best Meerschaum facial carvings I have ever seen. The quality of the carving here is think is quite extraordinary. The carvers' signature I read as H. Coer
